Delhi to Ban CNG Auto-Rickshaws from August 15, 2025: A Comprehensive Guide to EV Policy 2.0

Introduction

In a significant move towards sustainable urban mobility, the Delhi government has proposed a comprehensive Electric Vehicle (EV) Policy 2.0. A key highlight of this policy is the phasing out of Compressed Natural Gas (CNG) auto-rickshaws, with a complete ban on new registrations starting August 15, 2025. This initiative aims to transform Delhi's transportation landscape, targeting 95% electric vehicle adoption by 2027.

Key Highlights of EV Policy 2.0

  1. Ban on New CNG Auto-Rickshaw Registrations

Effective August 15, 2025, the registration of new CNG-powered auto-rickshaws will be prohibited in Delhi. Existing permits for CNG autos will not be renewed; instead, they will be substituted with permits for electric auto-rickshaws.

  2. Mandatory Replacement of Older CNG Autos

  3. All CNG auto-rickshaws older than 10 years must be replaced or retrofitted with electric variants during the policy period.

  4. Expansion of Electric Vehicle Adoption

The policy sets an ambitious target: 95% of all new vehicle registrations in Delhi should be electric by 2027. This includes two-wheelers, three-wheelers, taxis, and light commercial vehicles.

  5. Transition to Electric Public Transport

  6. Delhi plans a full transition to electric buses, enhancing the sustainability of its public transport system.

  7. Incentives for Electric Vehicle Adoption

To encourage the shift to electric mobility, the policy proposes purchase incentives for electric two-wheelers, three-wheelers, e-light commercial vehicles (e-LCVs), and e-trucks. Additionally, incentives for scrapping and retrofitting internal combustion engine (ICE) vehicles are included.

  8. Development of Charging Infrastructure

  9. The government plans to install more public charging points and mandate charging stations in new buildings and public spaces, facilitating the adoption of electric vehicles.

  10. Electrification of Municipal Vehicles

  11. All garbage collection vehicles owned or leased by the Municipal Corporation of Delhi, New Delhi Municipal Council, and Delhi Jal Board are to be transitioned to electric vehicles in a phased manner, achieving a 100% electric fleet by December 31, 2027.

  12. Third Private Car Mandate

Under the new policy, the third private car purchased in every Delhi household must be an electric vehicle, further promoting EV adoption.

Implications for Stakeholders

  • Auto-Rickshaw Drivers

Drivers will need to transition to electric auto-rickshaws, which may involve initial investment but promises long-term savings on fuel and maintenance.

  • Commuters

Commuters can expect cleaner and quieter rides, contributing to improved air quality and reduced noise pollution in the city.

  • Environmental Impact

The policy is a significant step towards reducing vehicular emissions, aiming to combat Delhi's persistent air pollution issues.

  • Economic Opportunities

The shift to electric mobility is expected to create new job opportunities in EV manufacturing, maintenance, and charging infrastructure development.

Conclusion

Delhi's EV Policy 2.0 represents a bold and necessary move towards sustainable urban transportation. By phasing out CNG auto-rickshaws and promoting electric vehicles, the city aims to address environmental concerns while fostering economic growth in the EV sector. Stakeholders are encouraged to adapt proactively to this transformative policy.
